New Delhi, Sept. 26: The armed forces Friday refused to implement the new payscales in protest against the government’s failure to rectify disparities in the salaries of military officers compared to those in the paramilitary and the bureaucracy. “The armed forces submitted monthly formalities regarding pay to the MoD on the basis of old payscales. By doing so, they made it clear they will not implement the new payscales till these disparities are removed,” South Block sources said.

If not resolved soon, this will be a “black Diwali” for the armed forces, as their salary hikes will not take effect before the festive season.

Defence minister A.K. Antony raised the issue of these anomalies in a letter to Prime Minister Manmohan Singh, and Adm. Sureesh Mehta, chairman of the chief of staffs committee, had also met Dr Singh as well as some senior ministers.

The key issues are disparities in the pay structure of lieutenant-colonel (and equivalents) vis-à-vis their civil counterparts, disparities in grade pay between military and civil officers, creation of a separate Higher Administrative Grade Plus, which service officers claim furthers disparities in the pay structure.
